In general I think the "immigration as reparations" idea is logically inconsistent and politically toxic. BUT, I would not be opposed to the U.S. opening its borders to anyone from Vietnam, Iraq, and the Philippines.

I think the US should open its borders to anyone from Philippines, Iraq, Venezuela, Vietnam, Hong Kong and Taiwan.
Get on the plane/boat and come on over. Immediate citizenship and $50,000 to get you started up. No waiting. Other countries, apply and wait a few months, then you get a resident card. Citizenship in a year or two.
I’d have to think about what to do about North Africa because that is the worst cultural fit.
