It’s already safe to spend time outdoors, with friends. The risk of virus transmission there (in a well-ventilated area) is very, very, very, very small. Almost nil. You have a greater chance of being struck by lightning. And if you wear masks outdoors (unnecessary) in a well-ventilated area and stay at least six feet apart, there is so little chance of virus transmission you have better odds of a manatee falling on you from the sky.
