Being charitable, it could be extended up until social media became more popular, around 2005. I wouldn’t, though, as ubiquitous mass surveillance had already become easy at that point.
But in 1990, you could dial into a BBS, chat with someone, download a little game, then go outside and ride your bike. Social ties weren’t destroyed by tech and if someone wanted to surveil you, they had to have a real reason.
Also, no smartphones, which are nothing but evil.

Why is female on female sexual abuse never talked about?
There are a lot, lot more female abusers (who do this to women and men) out there than commonly thought.
A few reasons it is under-discussed. One is that women always get the benefit of the doubt; men almost never do. A second is that you’re seen as weak — even as a woman — if you let another woman abuse you. Makes no sense, but there you go.
I personally knew (one is dead) or know three different women who have been sexually abused by other women. Since I don’t know many people, that indicates to me it is far more common than reported.
But women getting the benefit of the doubt occurs in all areas. As one commenter points out, “No one believes that a woman can harm or hurt someone even if they are witnessing it happening right in front of them.” Men only wish they got the leeway and the lenience that women routinely receive.
Instead, men are told we are “creeps” for just occupying space, doing nothing at all.
