Communications infrastructure is also very, very easy to sabotage and is mostly unguarded. For instance, with 10 pounds of Semtex I could disrupt most communications in the US for weeks to months. With a hundred pounds, I could disrupt it for even longer. I am sure the same is true of Russia.
