Yes, this is true. Most people just aren’t worth taking to a black site and torturing; wouldn’t benefit anyone. But all of our electronics and communications infrastructure is multiply backdoored by the US, China and (probably) Germany — as well as others to a lesser degree.
This isn’t even a well-kept secret in intelligence agency circles. Everyone knows it.
