The only problem I have with the new Planet of the Apes movies is that there is no evidence of increased encephalization necessary for the eponymous apes to be super-intelligent.

Since we’d build genetically on what’s already there and what’s easiest to achieve, increasing the EQ would be the way to get them to human-level intelligence.

In other words, them monkeys ain’t got big enough noggins.
