Immigrants. IOW, people who are supposed to comply with arcane, convoluted processes and laws, the penalty for getting wrong is endless legal snarls and tax problems. You dot your I’s and cross your T’s but if for some reason you didn’t put an apostrophe over something in the beginning when it wasn’t required, and they change the law so it’s required, this irregularity can cause you endless grief. Especially if you get in front of the wrong bureaucrat.
Scammers tried this on my parents twice. No reason to do so, except perhaps from a phone book search. They’re clever, and spoof caller IDs. Hilariously, IRS and the home phone number. What made them ridiculous is the instantly threatening tone they took.
