Making people follow public health guidelines we know to be mostly or fully symbolic (masking outside) does not help breed respect for public health guidelines.

No, but the liberals love the symbolism because it shows their virtue and allows them immense power to scold and shame others. That’s why masking may become more a cultural symbol than a practice meant to prevent disease.
