We imagine we know what the technology of an alien race that is, say, a million years ahead of us, would look like, and then go looking for it, don't find it and say "there must be no advanced alien races nearby."

Agreed. I think there’s nearly a 100% chance we’ve seen galactic-level engineering projects, we just haven’t known what we’re looking at because it’s not for us.
