Yes, I am sure there is some undercounting, but it’s probably not the case that the worker shortage has much to do with Covid deaths as those were concentrated in retirement-age people:

As attractive as it is to liberal moralizing sensibilities, the “pandemic deaths leading to major worker shortages” is not really true.
