Why does this joke that people who want their kids in schools “hate their kids” keep getting trotted out? What rhetorical political purpose does it serve?

It’s designed to promote and propagandize elimination of public provision of any services that might assist the declining middle class, to stigmatize such desires for public services at all, and to provide a cover for doing all of that under the guise of “competely safe” pandemic panic-mongering.
And it’s working quite well, all completely supported by all bien-pensant (neo)liberals.
