They create more problems than they solve – increased risk of conlfict escalation, collateral damage from fallout, and greater expense versus conventional weapon options. Tactical nuclear weapons are nearly useless on the battlefield. Mildly hardened enemy targets won’t be significantly harmed, while you’ll destroy or contaminate resources and infrastructure you need in the future. Additionally, escalation of this type with an also nuclear-armed enemy means you risk the switch from tactical to strategic nuclear weapons.
There’s almost nothing to gain from tactical nukes and very much to lose. They shouldn’t be used unless we’re fighting hive mind aliens or some such.
